KUALA LUMPUR, 25 JUNE 2026 – New Malaysia-China Gateway Initiative (MCGi) aims to help Malaysian MSMEs meet China’s regulatory requirements, improve export readiness and unlock opportunities in one of the world’s largest consumer markets

The Malaysia External Trade Development Corporation (MATRADE) has officially launched the Malaysia-China Gateway Initiative (MCGi), a new programme designed to strengthen technical compliance support and improve market readiness for Malaysian exporters looking to expand into China.

Announced on 25 June 2026, the initiative is being implemented through a collaboration agreement between MATRADE and CAIQ Biosecurity Sdn. Bhd., providing Malaysian businesses—particularly micro, small and medium enterprises (MSMEs)—with structured guidance on China’s increasingly stringent import regulations.

Helping Malaysian Businesses Navigate China’s Import Requirements

China remains Malaysia’s largest trading partner, offering significant opportunities for exporters. However, many businesses continue to face challenges in understanding the country’s complex regulatory landscape, including product testing, documentation, labelling, traceability and registration requirements.

The Malaysia-China Gateway Initiative aims to bridge these gaps by providing practical, end-to-end support that enables exporters to prepare their products before entering the Chinese market.

According to MATRADE Chairman Dato’ Seri Reezal Merican Naina Merican, the initiative comes at an important time as Malaysia expands its export strategy beyond China’s first-tier cities into high-growth second- and third-tier cities.

“Through the MCGi, MATRADE aims to bridge the gap between market access and technical compliance by providing Malaysian exporters with a more structured, practical and end-to-end pathway into China. This framework is timely as MATRADE expands its China market strategy beyond first-tier cities to high-potential second- and third-tier cities, where demand for premium, trusted, safe and origin-based products continues to grow.”

Supporting a Wide Range of Malaysian Export Products

The initiative covers a broad range of industries, including:

  • Agriculture
  • Aquatic products
  • Food and beverages
  • Health foods
  • Cosmetics
  • Healthcare products
  • Pet care
  • Commodities
  • Selected Geographical Indication (GI) products

Among the Malaysian products expected to benefit are Musang King durian, Sarawak pepper, and other origin-based products that continue to gain recognition among Chinese consumers.

By helping businesses understand regulatory requirements before shipment, the initiative seeks to reduce compliance-related risks while positioning Malaysian products as trusted, market-ready and competitive offerings in China.

Strengthening Export Readiness Through Technical Support

Under the collaboration, MATRADE and CAIQ Biosecurity will provide exporters with:

  • Pre-export advisory services
  • Product testing facilitation
  • Compliance guidance
  • Documentation support
  • Labelling and traceability advice
  • Registration assistance for China

These services are intended to help exporters minimise avoidable compliance issues that could delay shipments or hinder market entry.

MATRADE Chief Executive Officer Abu Bakar Yusof said the initiative establishes a more structured pathway for Malaysian businesses entering the Chinese market.

“The initiative establishes a structured mechanism to help local businesses navigate cross-border technical requirements with greater confidence. This collaboration is expected to improve time-to-market readiness and enable Malaysian enterprises to enhance competitiveness in China’s fast-evolving market.”

Building on Malaysia-China Trade Growth

The launch of MCGi reflects Malaysia’s continued efforts to strengthen bilateral trade with China.

In 2025, total trade between Malaysia and China reached RM541.54 billion, reaffirming China’s position as Malaysia’s largest trading partner. Despite this strong trade relationship, many exporters—particularly those in regulated sectors such as food, agriculture, cosmetics and healthcare products—continue to face technical and regulatory challenges when entering the Chinese market.

MCGi aims to address these challenges by providing clearer guidance and improving exporters’ readiness before engaging buyers or shipping products.

Public-Private Collaboration to Support MSMEs

CAIQ Biosecurity Sdn. Bhd. serves as the Malaysia-based service window for the China Academy of Inspection and Quarantine (CAIQ) Test Group, offering technical support for Malaysian exporters through consultation, training, inspection, testing, filing, labelling reviews, traceability services and China-related registrations.

The collaboration complements MATRADE’s existing export promotion, market intelligence and buyer-linkage programmes, creating a more comprehensive support ecosystem for Malaysian exporters.

While the two organisations have previously worked together on advisory and trade promotion activities, the signing of the collaboration agreement formalises the partnership under the Malaysia-China Gateway Initiative.

Moving forward, MATRADE and CAIQ Biosecurity plan to organise targeted compliance workshops, consultation clinics and pre-export advisory programmes to further strengthen public-private collaboration in facilitating international trade.

All regulatory approvals remain subject to the requirements and decisions of the relevant authorities.
