MALAYSIAN Highway Authority (LLM) chairman Datuk Seri Hasni Mohammed has questioned whether a proper briefing was given at the National Security Council (NSC) meeting regarding TuJu, a navigation application that was jointly developed with Prosignal Consortium Sdn Bhd since both LLM and NSC have different concerns.
LLM is focused on user safety on highway whereas NSC is primarily on national security.
“If the briefing given by LLM to the NSC was misleading, it should not have happened. If that occurred, I do not think it is something we should take lightly,” Hasni was quoted as saying by Malaysiakini.
Hasni who is also Simpang Renggam MP also admitted that he was absent during a briefing session in Parliament last week.
TuJu a navigation application which has come under the spotlight of Malaysians recently is meant to improve services along tolled highways, not compete with Waze, he revealed.
LLM is a co-developer of Tuju along with Prosignal. The spotlight turn on TuJu after Prime Minister Datuk Seri Anwar Ibrahim banned civil servants from using Waze during work hours due to information security concerns. Anwar was concerned about Waze’s links to Israel.
Anwar banned Waze for civil servants after chairing a National Security Council (NSC) meeting.
Hasni who is LLM chairman since Sept 2022 pointed out that TuJu was meant to improve their traffic management centre.

TuJu provides additional service for highway users, traffic updates, rest areas, locations of enforcement cameras and emergency assistance contacts and by no means a competitor to Waze which was bigger in scale and capabilities.
Hasni also confirmed that the TuJu project was not given via open tender.
He justified it on the grounds that there was no government funding utilised for the project.
“TuJu is financed by investors in the project, whether through internal funds or loans. Therefore, if anyone asks why it was not awarded through an open tender, it is because no government funds are involved. Apart from that, LLM has always complied with financial regulations.”
Selat Kelang state assemblyman Datuk Abdul Rashid Asari of Bersatu is a former LLM chairman and present Prosignal chairman.
Hasni explained that Rashid presented the idea to the board of LLM which gave the green light.
He rejected notions of conflict of interests since Rashid is no longer in LLM.
TuJu has come under fire from both the public and politicians alike. DAP adviser Lim Guan Eng has called the app a national embarrassment ‒Oct 27, 2026
