The new legislation replaces the 60-year-old Statistics Act 1965, modernising Malaysia’s National Statistical System to improve data coordination, digital governance and the use of official statistics for policy decisions.

Malaysia has taken a major step towards improving its national data system with the passing of the Statistics Bill 2026 by the Dewan Rakyat.

The new legislation will replace the Statistics Act 1965 [Act 415], which has guided Malaysia’s statistical framework for more than 60 years.

The reform aims to modernise the National Statistical System. It also ensures that Malaysia’s official data remains accurate, timely and trusted amid rapid digital transformation and changing economic conditions.

Minister of Economy YB Tuan Haji Akmal Nasrullah bin Haji Mohd Nasir said the Bill is more than a legal update.

Instead, it strengthens Malaysia’s ability to produce coordinated and reliable official statistics.

“Good data must translate into better-targeted policies, more effective public services and tangible benefits for the people,” he said.

Improving Malaysia’s Official Data Framework

The Statistics Bill 2026 contains 22 clauses that introduce improvements to Malaysia’s statistical governance.

Among its key provisions are:

  • Strengthening the role and functions of the Department of Statistics Malaysia (DOSM)
  • Establishing the National Statistics Council
  • Improving mechanisms for data collection and requests
  • Enhancing the publication and communication of official statistics
  • Strengthening confidentiality safeguards
  • Repealing the Statistics Act 1965

Through the new framework, DOSM will continue to coordinate the production of official statistics nationwide.

Additionally, the department will serve as the national repository for data and statistical information.

Creating More Efficient Data Management

The new legislation will also improve coordination between government agencies.

Currently, different agencies collect and manage data based on their respective responsibilities. Under the new system, statistical activities will be better aligned through common standards, definitions and methodologies.

As a result, the government expects to reduce duplicated data collection efforts.

This will help lower costs, save time and reduce the reporting burden on respondents, including individuals, businesses and organisations.

However, the Statistics Bill 2026 will not change the existing responsibilities of ministries and agencies.

Each agency will continue to own its administrative data and remain responsible for statistics within its sector.

Protecting Data Privacy and Confidentiality

Importantly, data protection remains a key principle under the new legislation.

Information collected from individuals, households and businesses for statistical purposes will continue to remain confidential.

Such information cannot be disclosed or used for other purposes unless permitted by law.

Therefore, the government aims to balance better data usage with strong privacy safeguards.

The Ministry of Economy also stated that all data sharing and usage will continue to follow existing security requirements and legal protections.

Developed Through Extensive Consultation

The Statistics Bill 2026 was developed following a policy review that began in 2016.

Since then, the government has conducted seven rounds of stakeholder engagement.

These discussions involved ministries, government departments, state governments, local authorities, academic institutions, industry representatives and private sector stakeholders.

Furthermore, the Bill incorporates international statistical standards and global best practices.

It also considers current developments in the wider data ecosystem.

Supporting Evidence-Based Decision Making

The passing of the Statistics Bill 2026 reflects Malaysia’s commitment to building a stronger and more responsive National Statistical System.

With improved data governance, policymakers will have access to more reliable information when designing economic strategies and public services.

Ultimately, the new framework aims to ensure that official statistics continue to support national development, digital transformation and better outcomes for Malaysians.
